2023 Legislative Update: Advancing Conservation in Wyoming
Wyoming Outdoor Council (WOC) 2023 Legislative Update
During the 2023 legislative session, lawmakers crafted, debated, and passed legislation that will impact Wyoming’s communities, economy, environment, and quality of life for years or generations.
Despite years of discussion and false starts, agreement on how to permanently support outdoor recreation is finally here. It’s time to celebrate. But there is still work to do.
Program Director
After spending her youth running barefoot in the woods, Meghan decided to pursue a career in conservation. She grew up in California and Argentina, but Wyoming left an impression so big that she has returned twice to live here—first for ecological research in Greater Yellowstone, then to teach expedition curriculum at NOLS.
She recently helped lead the campaign to pass legislation that protects the Wyoming Range from oil and gas drilling. Outside of work she can be found exploring the mountains and rivers of this great state, or on the trails with her dog. She feels lucky to call Lander home.
Legislative Advocate
With a passion for creating healthy, economically and culturally vibrant communities, Tyler works at the intersection of conservation, community development, public health, and equity and inclusion. He leads WOC’s national parks and forests program and is a passionate defender of Wyoming’s wild places.
Wyoming Outdoor Council uses western science and Indigenous traditional ecological knowledge to advocate for the land, wildlife, clean air and water that everyone depends on. They seek lasting change by meeting people where they are, valuing diverse perspectives and building coalitions. They are a steadfast, trusted conservation voice at the state legislature. And they empower their members to make their voices heard.
National Parks & Forests Director
After graduating from Miami University in Ohio with a bachelor’s degree in anthropology, Lisa worked as a ranger naturalist in both Grand Teton and Yellowstone National Parks. She then attended the University of Wyoming College of Law, focusing on public lands and environmental law.
She moved to Lander in 1990 and volunteered for WOC her first year, and has tried to leave twice–first for ecological research and then to teach expedition curriculum for the National Outdoor Leadership School in Alaska. Ultimately, she returned to the Lander area, which is her home and her inspiration.
When she’s not in the field, she can be found hiking and exploring her beloved sagebrush country.
Director of Public Lands & Wildlife
As director of public lands and wildlife, Lisa leads the organization’s program team to achieve measurable conservation victories. Among them are helping defeat a constitutional amendment to transfer federal public lands to the state, keeping inappropriate oil and gas development off the Shoshone National Forest, and ensuring backcountry roadless area protections in irreplaceable landscapes.
Misti originally came to Wyoming for six months to climb Gannett Peak but has now made it her home. She has a deep appreciation for the state’s wilderness and its people. Misti has a background in conservation nonprofit organizing and policy. She joined WOC in 2023 and brings a wealth of experience.
Membership Director
A Wyoming native, Era has long been drawn to the state’s natural environment and quality of life. After a decade of leading wilderness trips with the National Outdoor Leadership School, she interned with WOC at the state legislature and switched her career direction.
Alec brings experience in conservation nonprofit organizing, policy and development. He is passionate about helping people find a meaningful connection to the landscapes and wildlife they love through engaging in responsible recreation. He enjoys fly fishing, big game hunting and backpacking.
Associate Director
Having grown up rambling around the less-tame wild woods of New York, Meghan first came to Wyoming for ecological research in Greater Yellowstone and then for work with National Outdoor Leadership School. After three decades of living and working in Colorado and Alaska, she moved to Lander permanently in 2008.
She joined the Wyoming Outdoor Council team in 2007 and worked on decade long projects that prevented fracking along the Hoback River and stopped oil and gas leasing within the Wyoming Range.
She now helps grow the membership base and strengthen internal operations. Misti loves WOC’s mission and the way its people collaborate.

The Challenges and Charms of Wyoming
Why Wyoming Is the Lowest Population State in the Country
Wyoming has a lot going for it, despite being the least populous state in the country. But it’s hard to attract new people — especially in the face of harsh winter weather and declining energy sector jobs.
Booms and busts are embedded in the fabric of Wyoming, from gold rushes to timber bonanzas to the current downturn in oil and gas. Each exit has a ripple effect.
Location
Despite its relatively small population, Wyoming has one of the most open spaces in the country. It is sparsely populated, with only two large cities (Cheyenne and Casper) and long expanses of wide-open spaces between them. Those spaces are filled with ranches and farms, mining operations, and recreational lands.
A swath of Wyoming’s land is protected as national parks and other public lands. The state’s economy is based on tourism, energy production, and agriculture.
Over 90 percent of the residents are of European descent, and more than half have a bachelor’s degree or higher. The state’s smallest percentage of residents is African American, and there are very few Asian Americans. The state is unusual in that it lacks an intermediate appellate court, with appeals from district courts going directly to the Wyoming Supreme Court. Its judicial system includes state circuit courts of limited jurisdiction, which hear civil claims with lower dollar amounts and misdemeanor criminal cases.
Weather
Many people move to Wyoming because of its weather. However, it is important to understand that the climate in this state is extremely volatile and unpredictable. There is a high degree of variability in temperatures, precipitation patterns, and the amount of sunshine it receives.
While the average July temperature in most of the state is 85 degrees F, temperatures drop rapidly with increasing elevation. In addition, the state is prone to flash floods which can cause serious damage.
These conditions are not conducive to growing crops or raising livestock. They are also dangerous for outdoor recreational activities such as hiking and camping. Moreover, the state has one of the lowest numbers of primary care physicians per thousand people. This means that most people need to drive for hours in order to get basic medical services. This is not a good situation for those who have chronic health conditions. However, Governor Gordon is making positive strides towards developing a viable renewable energy strategy for the state.
Economy
The economy of Wyoming is heavily dependent on energy and a host of mining activities. While these industries are essential to the state’s overall financial health, they can be susceptible to boom and bust cycles. Additionally, the state’s reliance on these industries means that it is not as economically resilient as neighboring states.
This can lead to a higher unemployment rate than the national average, which can turn people away from the state. In addition, poverty rates are relatively high in many rural counties, especially those with a heavy focus on natural gas activities.
The good news is that Wyoming’s population grew slightly last year, thanks to domestic migration. College graduates are flocking to Idaho and Utah, while prosperous western states are drawing in oil and gas workers and coal miners.
Culture
In spite of a sparse population, Wyoming is a state with a rich culture. Its residents are known for being friendly and helpful. They are not afraid to help a stranger in need, whether they are stranded on the side of a road or needing assistance at the grocery store.
The state is home to two national parks (Yellowstone and Grand Teton), two national recreation areas, several national forests, a few historic sites, and a number of fish hatcheries. It is also home to a large number of public and private schools.
Wyoming is a relatively conservative state with one at-large seat in the House of Representatives and three votes in the Electoral College. It has a very Republican-dominated legislature, and a Democrat has not been elected to either the Senate or House since 1964. Almost half of the state’s land is owned by the federal government, primarily managed as national parks, wildlife refuges, and recreation areas.

Back to School in Wyoming: Challenges and Changes in Education
Wyoming – Back to School for Many Children
The Calkins House, built in 1860 and listed on the National Register of Historic Places, has been donated to the city of Wyoming. It includes the oldest original doctor’s office west of the Mississippi River. Mary Briggs, granddaughter of the first doctor in the area, is overseeing its restoration.
This page contains key data and comparisons for Wyoming, Iowa with all other incorporated cities, towns, and CDPs in Jones County.
History
There is a lot of history behind the name Wyoming. This town is the origin of the word “delaware.” The word Delaware was derived from an Algonquian language called Unami, which in turn originated from an earlier Lenape language.
In 1778, the town of Wyoming was attacked by British Loyalists and Native warriors. This event resembled a massacre more than a battle, and hundreds of people were killed, including many members of the Wyoming family.
Luckily, genealogists can use Wyoming historic online newspaper records to fill in the gaps of their family history. These papers contain obituaries, news stories and birth announcements that may not be available in official government records. Using advanced search techniques such as Boolean and proximity searches, genealogists can work backwards through time to find the information they need. They can also cross-reference records with other relatives to get a more complete picture of their ancestors’ lives. This method of researching a genealogy is often referred to as “roots tracing.” The process of root-tracing can take decades, but it is a critical part of understanding the history of Wyoming.
Economy
Despite its remote location, Wyoming is an energy-producing state. Its coal deposits are significant, as are its petroleum and natural gas resources. There are also considerable uranium reserves. Other minerals include trona (unrefined soda ash), bentonite clay (used as drilling mud and foundry binder), gypsum, limestone, and iron ore.
Many of the state’s workers are employed in the mining industry or for utilities, but tourism also is a major employer. The state’s economy is diversified and includes significant agriculture, ranching, and recreation.
The cost of living in Wyoming is lower than the national average, especially for housing costs. Homeownership rates are above the national average. State and local taxes are relatively low. Wyoming’s per capita income is higher than the national average. The crime index is below the national average. The state’s unemployment rate is below the national average. Education levels are above the national average. The percentage of residents with a high school degree or equivalent is very high.
Education
Freshly sharpened pencils and brand-new sneakers mark the return to school for many children in Wyoming. As coal mining wanes and legislators battle to find new ways to fund education, educators are feeling the squeeze.
All public schools in the state are free to attend and operate according to local district boundaries. Residents may choose to send their children to the assigned public school or choose a different one through open enrollment. Parents also have the option of home schooling their children.
The state has a system of 15 community colleges, which are comprehensive two-year institutions. Each college serves a multi-county merged area with a locally elected board of directors and offers a broad educational program.
Teachers can seek licensure in the state of Wyoming based on their degree and experience. The state recognizes teacher licenses from other states through a process of reciprocity. Students with a bachelor’s degree from an accredited university may be eligible to teach in the state of Wyoming as In-State or Out-of-State applicants depending on their institution’s certification policy.
Environment
Wyoming is a very large state with high plains and mountain areas. The mountain ranges are perpendicular to the prevailing westerlies and form effective barriers that force air masses moving down from the Pacific to rise and drop their moisture along the western slopes of the mountains. These conditions make this State semi-arid east of the mountain ranges. Most precipitation occurs as hailstorms, although damage to crops and structures is less than in the Midwest.
Warming climate trends in Wyoming are likely to affect a wide range of natural and human systems. For example, warming temperatures are projected to increase the probability of more frequent and severe wildfires. They also are expected to decrease the amount of water available for irrigation and other uses, especially in summer, because higher surface temperatures lead to faster evaporation rates. The annual mean temperature change in Wyoming is +2.9 degrees Fahrenheit, which has accelerated the rate of snowmelt and shortened the time period when the State can receive benefits from spring runoff.

The Struggle of Balancing Industry and Quality of Life in Gillette, Wyoming
Gillette, Wyoming – The Energy Capital of the Nation
A town like Gillette, Wyoming, needs to balance the industry that keeps it going with the quality of life that keeps people here. This is a constant struggle for many in the state that produces more than 40 percent of America’s coal.
Several Gillette residents have a story to tell about what they’ve experienced in this place of contradictions.
Location
Gillette, the county seat of Campbell County, is a Wyoming city with a strong energy focus. The town is centrally located in an area involved with the development of vast quantities of American coal, oil, and coal bed methane gas. The city calls itself the “Energy Capital of the Nation”.
Visitors to Gillette can learn about the region’s energy industry through tours at Eagle Butte Coal Mine, or they can visit Devils Tower, the country’s first national monument and an amazing geological wonder. It rises 366 meters above the surrounding grasslands and ponderosa pine forests.
While the town does have some of the perks found in company towns like fast-food chains, low standards for customer service and many people who call themselves transplants instead of natives, violent crime is very rare.
History
Gillette is a central location for the development of vast quantities of American coal, oil, and coalbed methane gas. The town calls itself the “Energy Capital of the Nation,” and it is a regional center for media, education, health, and art.
You can learn about the history of ranching and coal mining by visiting local museums, including the Campbell County Rockpile Museum, Wright Centennial Museum, and Frontier Auto Museum. During summer, you can take a mine tour to see how coal is extracted from the ground.
Coal may have lost some of its popularity, but in Gillette, the industry still feeds many families. Even as it declines, the community remains proud of its past. Employee data provided by self-reported employees of City of Gillette.
Culture
Gillette is one of the most active places in the state, with two indoor arenas, a huge public recreation center that includes several basketball and racquet ball courts plus an indoor climbing wall and even an indoor track. The city also has a huge range of shops, restaurants and bars.
The town calls itself the Energy Capital of the Nation and is deeply involved in the development of vast deposits of coal and oil. But it’s trying to plan for a future in which the fossil fuel may not be as important. One place that helps with that effort is Atlas Carbon, a company that makes activated carbon that’s used in things like Brita water filters and Biore pore strips. It’s also used in power plants to clean the emissions from burning coal.
Economy
Located in Campbell County, Gillette bills itself as the “Energy Capital of the Nation.” It’s centrally located in a region involved with the development of vast amounts of American coal, oil and coalbed methane gas. It’s a major economic hub for the county and a regional center for arts, health and education.
But as demand for fossil fuels continues to decline, many Gillette residents are wondering if the town can pivot away from a volatile industry. Some local leaders are trying. They’re adding restaurants, constructing sports fields and developing new subdivisions that blend with Wyoming grassland. Others, like Gillette City Councilwoman Carter King, are working to build a more stable town that provides a range of opportunities. That includes creating jobs that pay better and give people more choices.
Weather
The climate in Gillette is characterized by warm, dry summers and cold, snowy winters. Due to the state’s abundance of natural resources, Wyoming is often referred to as “the Energy Capital of America”. Coal mining is a major industry here and Campbell County produces more than 35% of the nation’s coal.
